How to merge PDFs online

Drop two or more PDF files into the box above. Each file appears in a list — drag them up or down to set the order. When you are happy with the sequence, click Merge. A single combined PDF is assembled in your browser using pdf-lib and downloaded instantly. Text remains selectable, links stay clickable, and image quality is unchanged.

Why merge in the browser?

Most online PDF mergers upload your files to a server, process them there, and send the result back. That is fine for vacation photos, but a poor fit for contracts, payslips, medical records, or any document you would not want copied onto an unknown machine. ToolChop runs the entire merge locally — your PDFs never leave your device.

What you can do

Frequently asked questions

How do I merge PDF files online for free?

Drop two or more PDFs into the box above, drag them into the order you want, and click Merge. The combined PDF downloads instantly. No account, no upload, no watermark.

Does ToolChop upload my PDFs to a server?

No. The entire merge happens in your browser using the pdf-lib library. Your files never leave your device — there is no upload, no temporary storage, and no copy on our servers.

Is there a file size or page count limit?

Only your browser's memory. We have merged 500-page PDFs and 100 MB+ combined documents in modern Chrome and Safari without issue. Very large jobs (multi-GB) may be slow because all bytes are loaded into RAM.

How many PDFs can I merge at once?

There is no hard cap. We have tested combining 50+ PDFs in one go. The more files you add, the longer the merge step takes, but the workflow is the same.

Can I reorder the pages before merging?

You can reorder each PDF as a unit by dragging it in the list, or by using the up/down arrows. Page-level reordering inside a single PDF is on the roadmap — for now, split a PDF first if you need finer control.

Does merging change the quality of the PDFs?

No. We do not re-encode, re-compress, or rasterize the pages. The original pages are copied byte-for-byte into the merged document, so text stays selectable and images stay at full resolution.

Will the merged PDF keep bookmarks, links, and form fields?

Internal hyperlinks within each source PDF, external URLs, and most form fields are preserved. Top-level bookmark trees are not yet merged across documents — open the merged PDF and add a new bookmark set if you need one.

Can I merge password-protected PDFs?

If a PDF has owner-level encryption only, ToolChop loads it and merges normally. If it requires a user password to open, you will need to unlock it in your PDF reader and save an unlocked copy first.

Why use ToolChop instead of iLovePDF or Smallpdf?

Both of those send your files to a server. For confidential documents — contracts, medical records, payslips, ID scans — that is an unnecessary risk. ToolChop runs the merge entirely in your browser, so the files never leave your device.

Can I merge PDFs on a phone or tablet?

Yes. The tool is fully responsive and works on iOS Safari, Android Chrome, and other mobile browsers. Tap to choose files from your camera roll, iCloud Drive, or Google Drive.

How do I merge a PDF and an image into one file?

First convert the image to PDF using our free image-to-PDF tool, then merge it with your other PDFs here. The result is a single PDF with everything in the order you want.

Is merging PDFs the same as combining them?

Yes — merging, combining, and joining PDFs all refer to the same thing: stacking the pages of multiple PDFs into a single output document. Some tools call it Merge, others call it Combine, but the workflow and result are identical.

Can I split a merged PDF later?

Absolutely. Most PDF readers let you extract or delete pages, and a dedicated split tool is on the ToolChop roadmap. Merging is non-destructive — your original PDFs are not modified.
